Flag at Half Mast (9/11)

Flag at half mast at the East Branch rest stop on rt. 17 just short of exit 89 at Fish’s Eddy on the way to Binghamton. Leaving the rest stop I was surprised to run into the New York State flag at eye level. It stopped me short. Why is the flag at eye level? Then I realized the flag was at half mast for 9/11. It hung so low to the ground because the pole is really short. It made for strange perspective.
